Quick answer: which cat food brands are made in the USA?

Cat food brands made in the USA include Fromm (Wisconsin), Smalls (New Jersey and Ohio), Stella & Chewy’s (Wisconsin), Freshpet (Pennsylvania and Texas), Instinct raw (Nebraska) and The Honest Kitchen. Fromm is the strongest overall pick because it owns and runs every plant that makes its dry and canned food, instead of relying on outside co-packers.

  • 🥇 Best overall (dry & canned): Fromm, made in its own Wisconsin plants
  • 🧊 Best fresh delivery: Smalls, New Jersey and Ohio
  • 🥩 Best freeze-dried & raw: Stella & Chewy’s, Oak Creek, Wisconsin
  • 🛒 Best fresh food in grocery stores: Freshpet, Pennsylvania and Texas
  • 💰 Best budget, made-in-USA upgrade: Meow Greens topper (a supplement, not a meal)

What does “Made in USA” legally mean on cat food?

A plain “Made in USA” claim on cat food means the product is “all or virtually all” made in the United States, under the FTC’s Made in USA Labeling Rule (16 CFR Part 323). In practice, the final processing must happen in the US, all significant processing must happen in the US, and all or virtually all ingredients must be made and sourced in the US, with no more than negligible foreign content.

The FTC doesn’t judge foreign content by cost alone. A cheap imported ingredient can still make an unqualified claim deceptive if it is essential to the product, which matters for cat food because small-quantity items like vitamins and taurine are nutritionally critical.

When a brand can’t meet that bar, it can use a qualified claim, such as “Made in USA with globally sourced ingredients.” The FTC says qualified claims must also be truthful and shouldn’t imply more American content than the product really has. The rule was finalized in July 2021 and allows civil penalties for violations.

“Made in USA” vs. “Cooked in USA” vs. “Distributed by”: what each label tells you

Only an unqualified “Made in USA” statement promises that nearly all of a cat food, ingredients included, is American; other common phrases describe just one step or just the company’s address. Here’s how to read what’s printed on the bag:

Label wordingWhat it tells youIngredients American?
“Made in USA”Meets the FTC “all or virtually all” standardAll or virtually all
“Made in USA with globally sourced ingredients”Processed in the US; some ingredients are importedPartly
“Cooked in USA” / “Manufactured in USA”The cooking or processing step happened hereNot stated
“Distributed by [US company and address]”Only where the company is basedNot stated; food may be made abroad
Vet note: In my experience reviewing cat food labels, brands almost never say where their vitamin and mineral premix comes from. If full American sourcing matters to you, that’s the one question worth emailing the brand about.

Is American-made cat food safer than imported cat food?

American-made cat food is not automatically safer, because the biggest pet food safety risks come from individual ingredients and a brand’s quality control, not from the country printed on the bag. Every pet food sold in the US, imported or domestic, must meet FDA animal food rules under 21 CFR Part 507.

The 2007 melamine recall is the clearest proof. Pets were sickened by foods made in North American plants that used contaminated wheat gluten imported from China. The factory location didn’t protect those cats; ingredient sourcing and testing would have.

What a made-in-USA claim does give you is traceability. A brand that owns its American plants and sources its main proteins domestically can usually answer questions faster and recall faster. That’s why plant ownership is a column in our table, and why it weighs more than the flag on the package. If you’re comparing premium options on quality rather than origin, our guide to human-grade cat food covers that standard separately.

The 7 best American-made cat food picks for 2026

These seven picks were chosen because each brand publicly names where its cat food is made in the USA, and every complete food on the list carries an AAFCO complete-and-balanced statement for its intended life stage. We describe each from the origin angle; check the exact recipe for your cat’s age and health.

Best fresh delivery

2. Smalls Fresh Cat Food

Made in: human-grade, USDA-certified facilities in New Jersey and Ohio · Format: gently cooked and frozen, delivered by subscription · Proteins: chicken, turkey, beef, pork, cod, salmon

Smalls is the best American-made choice for owners who want fresh food delivered, and it also meets the human-grade standard. Its high moisture helps indoor cats that drink very little, a common issue we cover in why cats don’t drink enough water.

It is subscription-only and needs freezer space, and at roughly four dollars a day it costs more than canned food.

Best freeze-dried & raw

3. Stella & Chewy’s

Made in: its own facility in Oak Creek, Wisconsin · Formats: freeze-dried dinners and morsels, raw-coated kibble · Sourcing claims: grass-fed beef, cage-free poultry, wild-caught fish

Stella & Chewy’s is the leading American-made brand for freeze-dried and raw-coated cat food, all produced at its expanded Wisconsin plant. Freeze-dried morsels also work well as a topper for cats that won’t fully switch foods.

Raw and freeze-dried raw foods carry a higher risk of bacteria such as Salmonella for cats and the people handling them. Wash hands and bowls carefully, and avoid raw feeding in homes with very young children, older adults or anyone with a weakened immune system.

Best fresh in stores

4. Freshpet

Made in: Freshpet Kitchens in Bethlehem, Pennsylvania and Ennis, Texas · Format: refrigerated fresh food, kept cold from kitchen to store fridge · Where to buy: branded fridges in US grocery and pet stores

Freshpet is the easiest way to buy American-made fresh cat food without a subscription, because its rolls and bags sit in refrigerated cases at many US supermarkets. The brand says it cooks in small batches at lower temperatures without preservatives.

Once opened, refrigerated food has a short shelf life, so follow the “use within” days on the package. Freshpet’s cat range is smaller than its dog range.

Best raw

5. Instinct (Raw & Freeze-Dried)

Made in: Lincoln, Nebraska, for its frozen raw and freeze-dried foods · Facility notes: SQF-certified; uses high-pressure processing (HPP) · Check: the “Made in” line on canned and kibble recipes

Instinct has made pet food in Lincoln, Nebraska for about two decades, and its frozen raw and freeze-dried lines come from its own plants there. High-pressure processing is used to reduce pathogens in raw products without cooking them.

Instinct also sells canned food and kibble; check those labels individually rather than assuming every format comes from Nebraska. The raw-handling precautions above apply here too.

Best shelf-stable

6. The Honest Kitchen

Made in: USA · Formats: dehydrated (add warm water) and wet pâtés · Standard: also a long-time human-grade brand

The Honest Kitchen is the best American-made pick when you have no freezer space or travel with your cat, because its dehydrated food stores in a cupboard and rehydrates with warm water. Some cats need time to accept the texture.

Popular “USA” cat food brands that are actually made abroad

Some cat food brands with American headquarters make their food overseas, so a US company address on the bag does not mean the food was made in the USA. Several online “made in USA” store collections still list these brands.

  • Weruva and Best Feline Friend (BFF): headquartered in Massachusetts, but the canned food is made in Thailand at a plant the brand says mainly prepares human food. It can still be a good-quality food; it just isn’t American-made.
  • Any “Distributed by” brand: if the label only gives a US address after “Distributed by,” look for a separate “Made in” line before assuming American manufacturing.

How can you check if a cat food is really made in the USA?

You can verify a cat food’s origin in about five minutes by reading the exact label wording, then confirming the plant location with the brand. Use these steps for any brand not on our list:

  1. Find the “Made in” line on the bag or can, not the company address.
  2. Check for qualifiers such as “with globally sourced ingredients.”
  3. Look up the plant: the brand’s FAQ usually names its facilities and whether it uses co-packers.
  4. Email one question: “Where do your main proteins and your vitamin premix come from?”
  5. Confirm the AAFCO statement says “complete and balanced” for your cat’s life stage.

How do you switch your cat to an American-made food safely?

Switch your cat to a new American-made food gradually over 10 to 14 days, starting with about 25% new food mixed into 75% of the old food. Increase the new food every three or four days, and hold at the current ratio if your cat’s stool turns soft.

Never let a cat go without eating to force acceptance. If your cat eats nothing for 24 hours, return to the old food and call your vet, because cats that stop eating for several days can develop hepatic lipidosis (fatty liver disease). Our guide to why a cat stops eating lists the warning signs, and our indoor cat feeding mistakes guide covers common switching errors.

Ask your vet before switching if your cat has kidney disease, is on a prescription urinary diet, has insulin-treated diabetes, or has food allergies.

American-made cat food FAQs

What cat food is made in the USA with USA ingredients?

Cat foods labeled with an unqualified “Made in USA” claim must contain all or virtually all US-made and US-sourced ingredients under FTC rules. Brands such as Fromm and Smalls make their food in their own or certified US facilities; for full ingredient sourcing, check each recipe’s label and ask the brand about its vitamin premix.

Is Purina cat food made in the USA?

Many Purina cat foods sold in the US are made in American plants, but origin varies by product line and recipe. Check the “Made in” statement on the specific bag or can rather than assuming every Purina product is American-made.

Is Weruva cat food made in the USA?

Weruva cat food is not made in the USA. The company is based in Massachusetts, but its canned food is made in Thailand at a plant the brand says mainly prepares human food.

Is cat food made in the USA better quality?

Cat food made in the USA is not automatically better quality. Quality depends on recipes, ingredient sourcing, testing and AAFCO complete-and-balanced status; a US-made label mainly gives you clearer traceability.

Does “Made in USA” mean all ingredients are from the USA?

An unqualified “Made in USA” claim means all or virtually all of the product, including ingredients, is American. A qualified claim such as “Made in USA with globally sourced ingredients” means some ingredients are imported.

What is the cheapest American-made cat food option?

Mid-priced brands such as Fromm are usually more affordable than fresh subscriptions. If you want to stay with your cat’s current food, adding a made-in-USA topper like Meow Greens costs less than switching to a fresh plan.

Where can I buy American-made cat food?

You can buy American-made cat food from independent pet stores (Fromm, Stella & Chewy’s), grocery-store fridges (Freshpet), subscription delivery (Smalls), and major online pet retailers.

How we chose these brands

We included only brands that publicly name where their cat food is made in the USA, then ranked them by plant ownership, transparency, format range, availability and price. Brands with US headquarters but overseas manufacturing were moved to the “made abroad” list. Affiliate relationships did not affect rankings, and most brands here earn us nothing.
